The average man reacts quickly and effectivelyin an emergency only if he has carefully rehearsed inhis imagination the emergency and his plan of actionrelative to it. He then tends to do the right thingautomatically. Even the layman understands thattrainmen, central station attendants and others who areoften required to face emergencies must receive specialdrill and training to fit them for the work. During the war our transportation systems will becompelled to face many new operating conditions andemergencies. While no doubt the higher officials ofevery railway in the country are striving to foreseefuture contingencies, we wonder if the rank and fileof those holding the minor positions of authority aregiving the matter the attention it should receive. Theyshould begin to think about it if they have not alreadydone so.
