Two-Car Train Operation at Davenport Tri-City Railways Rebuild and Buy Fifty-eight Cars to Handle the Large Increase inNumber of Employees in Government Arsenal at Rock Island, 111. IN 1916, the United States government arsenal, locatedat Rock Island, 111., employed about 3000 men. Theseemployees lived in Davenport, Rock Island and sub-urbs and 40 per cent of them used the cars of the Tri-City Railways to and from work. This traffic washandled by nineteen special cars arriving at the arsenalat 8 a.m. and leaving again at 4.30 p.m. In the fall of 1917 the work of increasing the facilitiesat the arsenal began and by Jan. 1, 1918, the number ofemployees had increased from 3000 to 9000. This madea serious transportation problem for the Tri-City Rail-ways, as more than 60 per cent of these men have to behandled on the street cars.
