The directors of the corporation feelthat the localities served by these various public utility enterprises shouldnot expect the War Finance Corporation to make advances to any utilitycompany whose statement shows that it is in actual need of increasedrevenue. It is a matter for the local authorities to determine whetheror not an increase in rates sufficient to maintain the enterprise as a goingconcern should be granted.
