Description Dr. Tony Leachon, together with the civil society , worked with the Department of Health, Department of Finance , and the Bureau of a Internal Revenue in the passage of the landmark sin tax law of 2012. He was a one peso consultant of the DOH for noncommunicable diseases. Sin tax law has two goals : to raise taxes for tobacco and alcohol to decrease the deaths secondary to lifestyle diseases , and earmark the funds generated to the government 's Universal Healthcare Program.
