I reported <a href="https://www.flickr.com/photos/alanstanton/18811845951/">rubbish dumped at this spot</a> two days earlier on 15 June. Veolia, Haringey's waste contractors, replied to me, promising to "resolve" the problem within 24 hours. They collected the previous rubbish. But by the afternoon of 17 June here was another growing pile. (Photo above.) Which I again reported. "Framing" the problem as quickly clearing regularly dumped rubbish gives, at best, a temporary fix. Not a resolution. Even on a day-to-day basis it solves and resolves nothing. It's even possible that prompt reporting and clearance by itself may actually encourage people to carry on dumping. The need for "Upstream" Prevention So what do we do? Carry on reporting the problem? Ignore it? Or are there other ways to try preventing this dumping? Helpful work and thinking has been done on what's sometimes called "Upstream Prevention". Which includes a focus on causes and not only on tackling the immediate problem. In other words, to go beyond: "Downstream measures [which] try to cope with the consequences of harm and focus on specific cases, to stop things getting worse". - (Source: Anna Coote <a href="http://www.neweconomics.org/publications/entry/the-wisdom-of-prevention" rel="noreferrer nofollow">The Wisdom of Prevention</a>.) Which doesn't mean ignoring specific cases.
