There was a time when blockade-runners could even be insured in Eng-land against capture, and when in Wilmington people awaited the regular arrivalof the runner as confidently as if she were a liner in time of peace. Such was the state of affairs, when on the 22d of September, 1864, Rear-AdmiralPorter was assigned to the command of the North Atlantic Squadron.
