Bio: Over the span of 15 plus years, David A. Northern, Sr., has established a distinguished career in federal housing assistance programs including urban planning and policy development. He was also confirmed as a vetted community leader and in 2008 became the first African-American Executive Director of the Lake County Housing Authority. As Executive Director, David is responsible for administrative and professional oversight in planning, directing, and coordinating the Authority’s varied and complex Housing and Community Development Programs while ensuring compliance with HUD regulations. His fiscal responsibility includes a $30 million budget and $50 million in assets. He oversees supervision of 60 staff and a housing inventory of over 3,200 units, a family self-sufficiency program, a family unification program, a comprehensive housing counseling program, being a sponsor agency for Illinois Hardest Hit Fund Homeowner Emergency Loan Program and created the Aim North Development Corporation (501c3), while serving over 11,000 citizens of Lake County. David’s educational background includes a Master of Public Affairs from Indiana University and a Bachelor of Science in Accounting from Ball State University. He also holds a Certificate from the University of Maryland for completion of the Executive Education Program in Housing, a Graduate Certificate in Public Management and a Certificate from the Institute for Innovative Leadership Development. Remembering the values of empathy and service that he was taught makes David a giver with a great sense of stewardship. His various affiliations include national, state, and local housing boards, Youth Build Lake County, Northeast Illinois Boy Scouts, and the Alumni Association of Indiana University. David’s Christian faith has empowered him to receive numerous honors including but not limited to The Graduate of the Last Decade Award 2004 from Ball State University, profiled in Ebony Magazine’s 2004 editorial entitled, “30 Leaders Under 30”, Who’s Who In Black Chicago (‘06, ’07 and ‘10), Most Influential African Americans of Lake County Award (‘07 and ‘10) and Champion in Housing Award 2010. As a National Housing Leader in October 2010 was selected and was part of a ten-member housing delegation to South Africa, which enhances US diplomatic relations. Above all of his accomplishments and experiences, he is most proud and grateful for the privilege of being a single father to his two wonderful kids, Dasanie and David, Jr. But David doesn’t take all of the credit for his accomplishments; he gives much of it to his wonderful and loving support system that deserves a tremendous amount of praise. |
