With reference to the recognition of decreesof divorce in states other than those whererendered, the application of the full faith andcredit clause has been especially difficult. Thishas arisen out of the fact that in very manycases the jurisdiction of the courts renderingthe decrees has been doubtful with respect tothe defendant or the plaintiff or sometimes asto both. Owing to a comparatively recent de-cision of the Supreme Court (Haddock vs.Haddock, 201 U. 8. Reports, 562) the wholesubject has become so complicated and techni-cal that its discussion here is impossible. 232 INTERURBAN LINES Union inter se are different from those whichexist between independent states is that theyare expressly forbidden by the Constitution toenter into any treaty, alliance or confedera-tion, or, without the consent of Congress, toenter into any agreement or compact eitherwith foreign states or with one another. Thisprohibition has not, however, been construedwith absolute strictness, and, as a consequence,the states are permitted, without the necessityof first obtaining congressional permission, toenter into agreements with one another whichare not of political significance, and which donot tend to create, in any real sense, a treatyof alliance or confederation. Thus they mayagree as to the joint or harmonious control ofboundary waters, or the enforcement of quaran-tine regulations, etc. This subject is especial-ly considered by the Supreme Court in the caseof Virginia vs. Tennessee (148 U. 8. 503).
