Le Comité Interministériel pour l'Indochine décide la création d'un Corps Expéditionnaire d'Extrême-Orient (C.E.E.O.), composé de deux divisions. Il y est proposé qu'elles participent à la guerre contre le Japon aux côtés de MacArthur sous les ordres du général Nyo (1ère D.C.E.O.) et en Birmanie aux côtés des Britanniques sous les ordres du général d'Astier de Villatte (2ème D.C.E.O.), puis de chasser les Japonais d'Indochine. Les USA indiquent qu'ils accepteront l'appui de ces troupes à partir de.… janvier 1946 !

15 JUIN 1945 : A la suite de la réaction dilatoire américaine, création par le Comité de la Défense nationale du Corps Expéditionnaire d'Extrême-Orient (C.E.E.O.). Le Général Leclerc en reçoit le commandement le 22 juin. Il s'agit d'envoyer des troupes européennes aguerries. Le C.E.E.O. comprend la 9ème D.I.C. (général Valluy), un groupement blindé de la 2ème D.B. (lieutenant-colonel Massu) et la 3ème D.I.C. fondée à partir des 1ère et 2ème D.I.C. auxquelles on a enlevé les troupes originaires d'Afrique noire.

La 1ère D.C.E.O. est en formation à Fréjus et la 2ème D.C.E.O. dans les Landes.

On connaît plusieurs marques de franchise du C.E.E.O.:
