Le projet propose d'aménager une tour souterraine située dans "les Dessous de la Dame de Fer", sous un parvis en verre. L'exploitation des sous-sol est une solution de densification qui respecte les qualité d'un site. L'objectif est d'offrir un second souffle à la tour Eiffel. Le projet propose de rationaliser les arrivées et d'offrir un accueil décent aux visiteurs en installant un espace centralisé à l'abri et de nouveaux services.

Il s'agit de créer "une ville dans la ville", où s'exerceraient simultanément de nombreuses professions, indispensables à la vie publique du lieu.
