There is no time for establishing aninterohurch organization merely for the sake of havingone, and it is difficult to persuade church leaders to sup-port an organization for the purpose of undertaking ex-traneous pieces of work, VI. Suggested Organization of Cooperative Church Work In the counties, cities, and metropolitan areas, on thebasis just suggested the work of the Council of Churchesmay be separated into two main divisions. For conven-ience the first group may be called departments and thesecond commissions. The distinction here made isthat a department coordinates for the city as a whole thework of definite organizations of the local churches, asthe Sunday school, young peoples society, womens mis-sionary society, and others; while the name commissionis given to the group that undertakes to represent thechurches as a whole in dealing with city-wide social,civic, or moral problems.

Department of Ministerial Association, This would be to all intents and purposes what is nowusually known as **the ministers association or min-isters meeting, which in many cities is not now tied updirectly with the interchurch organization. By having adefinite department for it, with its own officers and withthe right to determine its own program, it could be car-ried on without the necessary loss of energy and lackof connection that now sometimes exist, b.
