Foss, executive officer of the Paul Clark, and Vice Adm. Manson K. Brown, U.S. Coast Guard deputy commandant for Mission Support, stand at the stern of the of the Paul Clark after its commissioning Aug. 24, 2013. Paul Clark was a Coast Guardsman who received the Navy Cross - second only to the Medal of Honor - for valorous efforts during an amphibious assault on French Morocco during World War II.
