Plan and Improvement Commission is that liv Arthur CComey, entitled Detroit Suburban Planning, which wassubmitted in May, 1915, and which extends the principles Civic Center.—Then, in 191J, came the next significantstudy in which was forecast a report to be mentionedlater. This was the report .\ Center of .^rts and Letters,published in 1913 and prepared for the City and Improve-ment Commission by Edward H. Bennett and FrankMiles Day. The report laid down a plan for a great educa-tion and art center and discussed its relation to the cityplan in general. In accordance with this plan, 29 acreswere purchased and one unit in the group, the publiclibrary, is under consideration. This marked the first largepublic improvement undertaken by Detroit since theearliest days of the city.
