Childrens Year.1 CHILDRENS YEAR CAMPAIGN. A WAR MEASURE. The Childrens Year campaign was formally inaugurated on AprilC, 1918, the beginning of the second year of this countrys participationin the war. The campaign was carried on in cooperation with theChild Conservation Section of the Field Division of the Council ofNational Defense as a distinct war measure. European experienceshowed that war-time conditions affect children adversely, even disas-trously, and that the protection of its children is a primary essentialto a nation at war. It also demonstrated that even under these con-ditions determined effort can accomplish much toward shieldingchildren from the effects of war. The Childrens Bureau, therefore,felt that it could offer no more valuable contribution to the countryduring the war than to assist in stimulating and coordinating publicand volunteer effort for child welfare and to put its experience atthe service of the Council of National Defense and other agenciesundertaking
