hisroad. Similarly no decorative planting in the few corners ofthe Nahant streets which are not gravel can hide the obviousfact that the streets are wrongly placed and wrongly shaped.Nahant is rich and strong, and whatever her voters will to docan be done. The towns case seems to me to call for radi-cal treatment. It is for the voters to determine whether thepainful but beneficial operation shall be performed now, whenit will hurt and cost comparatively little, or later, when itmust hurt and cost much. As palliatives for the present con-dition of things, I recommend: — 1st. The burial of the wires on the Long Beach, the cor-rection of the road lines there, and the planting of a stripalong each side of the road with dwarf bushes. 2d. The acquisition by the town of outlying points likeCastle Rock, of beaches, and of sea front generally, so far asmay be possible. 3d. The opening of shore roads to connect the outer endsof the present streets wherever and whenever such action ispossible.

He had seen in Europe how liberal a provision ofthis sort was there made for the health and enjoyment ofurban populations; and he had learnt that the provisionof public grounds made by American towns and cities wascomparatively scanty. To demonstrate this neglect of one ofthe most important public interests was his first contributionto the discussion of the subject. The following article, whichappeared in Garden and Forest in Oc
