The Regents are pursuing a policy that willinvest every dollar paid by the taxpayers of the Commonwealth and appropriated by the General Assemblyto the institution in such a way as to make it contribute its full value to the Stale, not only now. but fordecades to conic. The Regents submit the completion of this patriotic enterprise to thepeople of the Commonwealth, fully realizing that it will take time to finish it. but. a1 the same time, en-tertaining the hope thai ill future will witness its completion.
