18. The commission has not at any time been governed for political or personal orother inefficient or improper motives. a. It has not dismissed trained or efficient employees without cause. h. It has not employed or promoted or otherwise rewarded assistants or employeesnot deserving of such consideration. c. The department is not demoralized or functioning inefficiently or at an expenseout of all proportion to the results obtained. On the contrary, the work ofthe department is now being performed more efficiently, intelligently andeconomically than at any other time during its existence. 19. The force of wardens in the field is as great as the funds of the commission willpermit. If the overhead has increased, it is caused by the increase of the clerical workconnected with the commissions activities, and also by the rules and regulations laiddown by the Board of Control.
