(«) THE PORT OF SAN FRANOISOO The Port of San Francisco is owned and operated by the Stateof California, under the management of the Board of State HarborCommissioners, consisting of three members, who are appointed by theGovernor, and who serve at his pleasure. The jurisdiction of theboard extends over all the water front property on San Francisco Bay,within the City and County of San Francisco, excepting that portionfacing the Golden Gate, which is owned by the Federal Government,and the Yacht Harbor, and Aquatic Park, which are operated bythe City and County of San Francisco. The water front extends for a distance of approxmiately ten miles,about half of which is fully developed. The port is and has alwaysbeen entirely self-supporting. The cost of operation, maintenance,construction, bond interest, and sinking fund charges is paid out ofharbor revenues. The facilities include 43 piers, 15 passenger and automobile ferryslips, 6 car ferry slips, 5 terminals, and numerous small wharv
