This reduction incharge would not make an unfavorable showinog in the last period ofthe preceding biennium because of the fact that the period fromJanuary to June is the slack season of the year when a decrease in therate would not seriously affect the returns. Summing up the situation from a transportation standpoint, there-fore, during the biennium covered by this report, the Belt Railroadhandled 19.3 per cent less business, and was paid at a rate 121 percent lower than during the preceding period. In spite of this fact,however, the road showed an operating profit of $66,753.28, for thebiennium, leaving the obvious conclusion that expenditures in otherdepartments were curtailed. Recommendations for Improvements In the past few years, the Embarcadero has become an artery forprivate pleasure vehicles, the number of which is increasing daily.Heavy trucking over this area, together with the vehicular traffic men-tioned, has created a traffic condition which is proving costly anddangerous not only to automobile owners, but to the State of Cali-fornia as operator of the State Belt Railroad, as well as to itsemployees. In addition, heavy trucks move over the line of track inorder to avoid the lighter traffic on the street, breaking switch and frogcastings, disturbing alignment and surface of track, and causing delaysto our switching operations.
