I also attended the annual conventions of the Pacific Coast 4—43983 50 REPORT OF BOARD OF STATE HARBOR COMMISSIONERS. Association of Port Authorities at Portland, Oregon, and of theAmerican Association of Port Authorities at Cleveland, Ohio. Theentire trip covered a period of seven weeks and was outlined in a reportto your honorable board prepared after my return. In February, 1918, I went to Seattle to investigate and report con-cerning the importation and handling of Oriental vegetable oils. Theresults of my investigations and recommendations as to the policy to bepursued in San Francisco were reported on March 5, 1918. In conclusion, I desire to acknowledge the co-operation and efficientservices of all employees of the engineering department. Respectfully submitted. Frank G. White,Chief Engineer.

San Francisco, July 1, 1918.To the Honorable Board of State Harbor Commissioners,San Francisco, California. Gentlemen : I herewith submit the biennial report of the operationof the Belt Railroad for the fiscal years beginning July 1, 1916, andending June 30, 1918. Operation. The Belt Railroad is continuously operated, 24 hoursdaily. At the present time twelve crews, working in three eight-hourshifts, suffice to handle current business, but in times of activity inshipping circles, as many as sixteen crews are employed, every facilitybeing furnished for the prompt movement of freight to and from thesteamships calling at this port, as well as to the warehouses and com-mercial interests located here.
