Some items of the fixed charges fluctuate more or less, being affected,for example, by the amount of work done by the Harbor Commissionsown f(5rce instead of by contract. When it is found more economical,or otherwise expedient to effect construction or repair by the HarborCommissions own force, the latter is increased and the salary rollsincreased accordingly during the time the work is in progress. Again,under the heading of upkeep of the Union Depot and Ferry Buildingare included such charges as cost of rearrangement of offices, newmodern plumbing, new ladies* waiting room, new lighting system forbuilding, improvements on north and south wings, an upper landing forSlip No. 1, and other improvements of a permanent character, which arereally more of the nature of new constr
