piers also must be widened to accommodate themodern type of vessel. Vessels of this type must be handled withrapidity, consequently, while the cargo is being discharged and loaded,fuel must be taken on. This is done by having alongside the vessel coalor oil barges. The breadth of large vessels is in the neighborhood of 65 feet, andthey usually breast off from the pier about 6 feet and occupy a space offrom 70 to 80 feet. Barges take, up, say, from 30 to 40 feet each. Iftwo vessels are in a slip taking on fuel simultaneously, the vessels andbarges will occupy a space approximately 220 feet in width. Therefore,the space in the slip to accommodate all of this traffic should be 250 feetin width. If the space is made 220 feet, there is ample room for twolarge vessels to dock at the same time, and one at a time they can takeon fuel or cargo from barges. Gentlemen : I beg leave to submit herewith my report as Attorneyfor the Board of State Harbor Commissioners for the two years begin-ning July 1, 1908, and ending June 30, 1910. As has been my custom heretofore, I have endeavored to attend asmany regular and special meetings of the Board as possible in order tofceep thoroughly in touch with every detail of the business transacted onthe water front, and at the same time to facilitate the consunnuation ofall matters requiring my attention, not only on account of the Boarditself, but on account of those dealing with it. )\Iany opinions have beenrendered verbally, at the same time opinions on the more importantsubjects have been given in writing.
