San Francisco, California, September 8, 1910. To the Honorahle, The Board of State Sarhor Commissioners. Gentlemen: In my report immediately preceding this one, theexisting conditions on the water front were described. This reportdeals principally wdth what has been accomplished in the past two yearsin the way of new construction, and will include some observationsregarding what my experience tells me should be done in future toimprove the facilities for handling the traffic. The State Belt Railroadhas not been touched upon, as this will be discussed in a separate reportby its Superintendent. A subdivision regarding a test of eucalyptustrees for piling has been added.
