s is otherwise provided by law for the cancellation of State bonds, and theprivilege to convert said coupon bond for a registered bond shall bestated in the face of the coupon bond when issued. The State Treasurershall not issue a registered bond in lieu and place of the coupon bondunless all the coupons not due are attached thereto. Sec. 43. The said bonds and coupons and notes issued in anticipationof the sale of the bonds, or for the payment of the interest thereonshall be exempt from all State, county, and municipal taxation or assess-ments, direct or indirect, general or special, whether imposed for the pur-poses of general revenue or otherwise, and the interest thereon shallnot be subject to taxation as for incomes, nor shall said bonds and couponsand notes issued in anticipation of sale of the bonds, or for the paymentof the interest thereon, or instalment of principal, be subject to taxationwhen constituting a part of the surplus of any bank, trust company or othercorporation.

State Highway Commission 27 Sec. 44. It shall be lawful for all executors, administrators, guardians,and fiduciaries generally, and all sinking-fund commissioners to invest anymoneys in their hands in said bonds when such investments are made. Sec. 45. The State Treasurer, by and with the consent of the Governorand Council of State, is hereby authorized to borrow money at the lowestrate of interest obtainable, in anticipation of the sale of the bonds hereinauthorized, and for the purposes for which said bonds are authorizedto be issued. The State Treasurer is hereby further authorized, by andwith the consent of the Governor and Council of State, to borrow moneyat the lowest rate of interest obtainable, for the purpose of paying theinterest on, or any instalments of the said bonds, in the event that thereare not sufficient funds in the State Treasury with which to pay saidinterest or instalments of principal as they respectively fall due. TheState Treasurer shall execute and issue note
