interest to contractorsand these are mailed to prospective bidders throughout the United States.They are also published in one or two of the leading technical journals. Contractors desiring to submit bids for the work then make applicationfor the necessary itemized proposal forms, specifications, etc. This divisionprepares the proposals and sees they reach the interested parties. By thesemeans keen competition between bidders is obtained, as there are usuallyfrom 150 to 300 bidders present at each letting. After the work is awarded this division prepares the contract for finalexecution. During the period covered by this report it has drawn over300 contracts and has made six copies of each for the guidance and use ofall parties interested therein. This division also serves as an information bureau for contractors andkeeps on display a full set of plans and specifications covering all work tobe let, and it endeavors to supply all bidders with such varied informationas they may ask for.

State Highway Commission 51 It mails out blue-prints of bridges and culverts to such parties as areinterested and makes a charge of five dollars for each set. From thissource it collects from $100 to $200 per month, which is turned over tothe Auditor. In addition to the foregoing, this division keeps systematic and usefulrecords of all work handled by it, and it also prepares and keeps up-to-date progress charts which show in colors the monthly progress made onthe construction of every project in the State. From these charts one can visualize at a glance the exact status of theconstruction, can see the monthly progress, can read, instanter, the per centcomplete of any job in the State, and can tell what particular phase ofthe work is lagging behind. The Blue Print Division This division is charged with the duty of making all the blue-prints ofwhatever nature required by the Highway Commission.
