Why, in this age of high speeddata processing, which we use so well inother areas of the Bell System, have wedecided to use an approach that utilizesso many management people in such atime-consuming process? Or to put thequestion another way, Why not simplyfeed a persons characteristics into a com-puter and get an answer relative to his or her chances of success as a manage-ment person? The answer is the obviousone. We dont feel that an approach thatminimizas the human element is theappropriate one. There are still thingsthat are best done by competent peoplemaking judgments, and the selecting ofgood management candidates, in all fair-ness to the System and the individual,remains one of those areas which willsuccessfully withstand the push of mech-anization. Costly and time-consuming asit may be, the selection of good manage-ment people justifies the price manytimes over.

Payoff of the program comes during the approximately two-hour session in nhich the candi-dates performance over the two-and-a-half days is reported on (here by tape playback) andevaluated by the staff. The candidates supervisor is often present.
