Checks must be made from timeto time, as decisions are made onsuccessive steps of a project, to see ifsubsequent developments warrantchanges in assumptions that may re-sult in changes of forecasts andplans. In long range estimates ofbusiness volumes, it must be as-sumed that exact dates when anygiven volume will be reached may notbe strictly as estimated. It is wishful thinking to hope for a precise method of forecasting thefuture. But ordinarily, plans can bemade sufliciently flexible and the situ-ation watched sufliciently closely sothat, with the exercise of good judg-ment, expenditures for new plant canbe made with good assurance that,in the over-all, the business will bekept on a sound basis. This newly completed building at Housto)i, Tex., is an example of modern and efficientdesign for housing the latest type of toll switching equipment l82 Bell Telephone Magazine AUTUMN ministrative offices, garages, store-rooms and other purposes. The gen-eral plan is to own buildings designedfor permanent use; and building con-struction costing over 60 million dol-lars was done In 1951. Largerbuildings are of fire-resistant design,and special efforts are made to obtaineconomical structures of pleasing ap-pearance. The locations of equipment build-ings in the areas to be served are de-termined in a general way by long-range studies; but as the time ap-proaches to erect a specific structure,a review is made to decide the preciselocation most suitable and the precisetime when the building should beready to take the equipment. Onceestablished, a center of this kindshould function efficiently for manyyears, as it is not economical or prac-ticable to do any large scale re-locating of equipm
