But provision of parking iscostly, environmentally damagingand wasteful and, in urban areas,often impossible. The growing dependence on theautomobile perpetuates a cycle inwhich more driving is encouraged,valuable land is devoted to road-ways and parking, and more jobsare moved beyond the reach of thepoor, the elderly and the minoritieswho are left behind in the city. Inshort, because of the inadequaciesof the nations mass transportationsystem, the Bell System and otherlarge corporations are put into theposition of subsidizing in a varietyof ways the most inefficient mode oftravel known to man—the automo-bile. At one suburban Bell locationthe amount of this subsidy is esti-mated to be about $1 million a year,

An important part of the recentcontract settlement with the Com-munications Workers of America,which is the union representingmost Bell System employees, was asalary differential to help employeesdefray the added expense of work-ing in major cities like New York,Detroit and Chicago. Transportationis one of the many costs these salarydifferentials—ranging up to $9 aweek—are designed to help defray.
