order tocare properly for the communicationsservices the public needed and wouldwant, fundamental long-range plans by the telephone companies were a neces-sity. The long-range plans would bebased upon all the factors that itwould be possible to obtain, and thefinal result would be something inwhich each telephone company couldexpress its confidence by using it as aguide or goal in the necessary con-struction each year. Mr. Carty said the plans wouldrepresent the best judgment of quali-fied telephone people of what wouldbe required ahead during a period ofperhaps twenty years. He was care-ful to point out that no one can fore-cast with precision the requirementsfor so long a period ahead. But thetelephone companies by 1910 hadbeen working many years with funda-mental long-range plans, and theyknew the plans formed a trustworthyguide—provided they were keptbroad.
