We can do that by com-paring the records of female em-ployees with children enrolled inthe programs against various con-trol groups of employees. But the major questions thatmust be answered are still unan-swerable because of a lack of harddata, says Sherrard. One of those questions is whetheror not child care will help the com-pany recruit and retain qualifiedfemale employees. Another is whattype of child care service, if any,the company should provide. The first question cannot be an-swered until the economy recoversand AT&Ts turnover rate returnsnearer to normal. The answer to the second ques-tion will be based upon hard datathat AT&T hopes to gather from ex-perimental day care projects nowoperating in Washington, D.C., Co-lumbus, Ohio, and Chicago, 111.

The absence of hard data aboutchild care is difficult to understand,considering that it has been knownin some form in Europe since the1840s. Both Germany and Russiahad what were termed day nurser-ies as early as 1848. Later the ideaspread to France, England and theScandinavian countries. In thewestern hemisphere, Brazil prob-ably has had the most experience inthe field. For some years, that coun-try has required employers of aspecified number of workers to pro-vide child care services for theworkers children.
