H The leaves rustle in the cool sum-mer breeze while the mid-morningsun glints on the power lines overhead.Below, a telephone company line crewis in the process of placing undergroundcable and at this very moment is aboutto change cable reels with the aid of aderrick. Now the foreman arrives on thescene. Abruptly, he completely stops thework operation! Getting his men to-gether, he points overhead to the 7200volt power line and talks with themabout the hazards of working so near theline. Indeed, that derrick was only afew feet—but several lives—away fromthose lines and their lethal volts. He

then takes the time to instruct the crewand remind them of the necessary pre-cautions to be taken—and stays to ob-serve while they lower the derrick awayfrom the power line. After assuring himself that the remain-der of the job can be completed in a safemanner, the foreman prepares a safetyreport outlining the unsafe condition heobserved and the action which he took tocorrect it. His report is forwarded to hissupervisor. Because of the potential seri-ousness of this accident-that-might-have-happened, this job operation is reviewedthe next morning with all craftsmen whoperform this type of work—with particu-lar attention to illustrating the serioushazards involved and to demonstratingthe proper and safe method of completingthe work.
