Do not remove this tag until the deletion nomination is closed. Reason for the nomination: Apparently the laws of Moldova apply to Transnistria. Per Commons:Copyright rules by territory/Moldova stamps of Moldova are free of copyright due to being "State emblems and official signs (flags, armorial bearings, decorations, monetary signs, etc.)" It's unclear to me how that would apply to the photograph of the dogs on the bottom of the postcard though. As it isn't a State emblem or official sign and from what I can tell there's no wider exception for government works in general, assuming the photograph was taken by a government employee to begin with. I think the photograph actually originates from the USSR. So the image should be deleted as COPYVIO unless someone can provide evidence to the contrary.
