Le BPM 406 et le Bureau Naval No14 prennent tous les deux en charge le courrier civil affranchi avec des timbres français. Le B.P.M. 406 et le bureau P.N.14 resteront jusqu'au 15 mai 1955 à Hài-Phòng.

1ER MAI 1946 : Comme suite aux accords du 6 mars et du 3 avril prévoyant la présence simultanée de troupes françaises et vietnamiennes à Hué, les troupes françaises venant du Laos arrivent le 30 avril à Hué. En ce qui concerne Tourane (Danang), les Français renoncent le 11 avril à y maintenir les troupes autorisées par l'accord du 6 mars.

Il n'y eut donc pas de poste militaire à Tourane. Néanmoins en septembre une annexe civile ouvrira pour le personnel des bateaux de commerce faisant escale dans ce port.

A Hué, est ouvert le B.P.M.418 qui prend en charge le courrier civil de Hué affranchi en timbres-poste français et utilise le cachet muet «POSTE AUX ARMEES / ★ », puis «POSTE AUX ARMEES / ★ 418 ★ ». En 1953, un autre cachet où la lettre de l'annexe a été limée sera utilisé.

3 MAI 1946 : Assassinat à Sài-Gòn de Nguyen Van Thach, membre du Conseil Consultatif de Cochinchine.

4 MAI 1946 : Départ de Sài-Gòn vers Nouméa du «Moncay».

5 MAI 1946 :

Référendum en France : rejet du projet de Constitution.
