The vast highways improvement program willnot only benefit residents of the State of California,but will acrue to the safety, health, and pleasureof motorists from all parts of the world who use theStates highways in search of recreational relaxa-tion or commercial convenience. It is well, however, for engineers, contractors,and material manufacturers who may be interestedin The Highways of Tomorrow to give somethought to the modus operandi of planning andcarrying to a successful completion a highwaysprogram such as the Governor advocates. Architects are prevented from engaging in Statework; it would be an economic catastrophe anda solar-plexus blow to free enterprise if the en-gineering profession and contractors of Californiawere to find out
