Glenn Phillips, consultant to the commission, announced in a discussion of Detroits progress. This Commission outlined apark system plan as a resuh of which $10,000,000 in bonds was voted last year, which will establish an elaborate system of playgrounds and playfields, and hasmade a complete map of the city property of Detroit to prevent the city con-demning for its own use some of its own property, as had actually occurredinsome cases.
