We mayconfidently hope that citizens of the State will actively co-operate in itsdevelopment here, as elsewhere in the Union, by liberal contributions toits enlargement. The Historical Department, for which the State is providing a home,will be an important auxiliary in the development of the higher educationof our future citizens. Older and more populous States have establishedthe precedents for it.
