From this time forward the policy aimed atwas no less commercial, but certainly more definitelyconstructive from a labour standpoint, putting thewidest interpretation upon the term labour. There is little doubt that the change synchronisedwith Mr. Lloyds appointment, for almost immediately,as if a sudden reaction had set in, a fresh note wassounded at the members meetings. Criticisms as toconditions of labour ceased, and the call for less expenseand more dividend occasionally found utterance. Inpushing the claims of labour, it looked as if the reformershad rather overshot the mark, and some of the membersbegan to fear they might be left out of consideration.The remark of one at a Monthly Meeting was typical ofthe thoughts of many. THE truce between the parties was but short-lived.At the Quarterly Meeting in June, 1899, there werestrong indications that the struggle was about to berenewed. Some of the reformers had gained seats on theManagement Committee, but, being in a minority, theywere in a measure impotent, and thus they were incurringresponsibihty for measures of which they did not approve.It was but natural that they should desire to justifythemselves to their friends. To resign their positionwould be but to play into the hands of the enemy.Occasionally, it is true, they repudiated their colleaguesat the Monthly Meetings, but this only caused dissensionand disorder. Moreover, it was felt to be undignified andtactless. Recourse was had, therefore, to an interestingexpedient. It will be remembered that upon the resumption ofthe Monthly Meetings in 1898 it
