Such sayings, which pass over yourhead and mine now as mere truisms, were revolutionary andradical one hundred and thirty years ago. Steps had already been taken in some of the States to frameState constitutions, to found a political order suitable to theirnew situation. This work, completed in someConstitutions, cascs more quickly than in others, deserves specialthought and attention; for this work, we mightwell say, was the revolution—the transformation of the coloniesinto commonwealths, the establishment of governments inaccord with the wishes of the people, the assumption of power by 1 See Morses Jefferson, pp. 32-40.
