Az Országgyűlés 1938. augusztus 18-án – Szent István halálának 900. évfordulóján – Székesfehérváron meghozott törvénnyel (1938. évi XXIV. törvény) emelte állami ünnep rangjára Szent István ünnepét. Az alkotás az ünnepi év eseményeit mutatja be. Az alkotás három falat beborító, az ünnepi emlékév eseményeit bemutató mű – a három fal három esemény bemutatását ábrázolja. Ezen a képen: "1938. május 22.: vitézavatás napja" Ezen a napon 1903 fő vitézi avatására került sor Szent István Bazilikájának romjai (a Romkert) területén. Az alkotáson egyértelműen felismerhető Horthy Miklós kormányzó.[1]
