Lettre locale d'Annam (Quang-Tri) affranchie à 3 hào (30 xu) avec la "puce" de censure d'Annam "D5" récupérée des Français.

LE COURRIER CIVIL AU TONKIN ET AU NORD-ANNAM.

Le service des postes de la VNDCCH, devenu clandestin après le "clash de Hà-Nôi" du 19 décembre 1946, utilise les timbres d'Indochine avec les surcharges de 1945/46 jusqu'à épuisement des stocks trouvés en 1945 dans les coffres du Service des Postes de l'Indochine. Les nouvelles émissions générales n'auront lieu qu'en 1948/49.

Le tarif des postes de la VNDCCH passe, début 1947, de 30 xu à 50 xu pour la lettre simple. Les lettres recommandées ne sont plus admises. Les lettres en franchise, notamment en provenance des administrations, sont plus nombreuses que les lettres affranchies, mais, à cause de la pénurie de papier, elles sont réutilisées de multiples fois jusqu'à détérioration complète ce qui fait qu'il n'en reste aujourd'hui que très peu.
