The Purchase, Storage, and Traffic Division is divided into fivegroups: (1) The Administration Group, the clearing house for all papers. (2) The Embarkation Service, in charge of Brigadier-General F. T.Hines, Chief of Embarkation. The function of this Department is tohandle the allocation of tonnage to the respective ports, the movementof troops on board ships, etc. (3) The Inland Traffic Branch, in charge of Mr. H. M. Adams.This Branch has charge of the movement of all freight in the United States. (4) The Division of Finance and Accounting, in charge of Brigadier-General H. M. Lord. This Division handles the pay roll for the Army,and all finance and accounting work for the Quartermaster Corps; also,it has control of the moneys expended for supplies purchased by thePurchase, Storage, and Traffic Division. (5) The Division of Purchase and Storage, until February, 1919,
