This is true for certain titles of tables which are excessively long. It is necessary that the scopes have an English translation, but I think it would be easy to require it at least in the caption. In this case, there is indeed an English translation which leaves no doubt about the scope. Generally speaking, we cannot vote favorably for a scope that we do not understand.
