I can read "À LA PAROISSE" (at the parish church) de BREITZ (but that is partially cut off) and the date is 1854, not 1654. My feeling is, this is still a VI without more information, because it's valuable for the researcher who can find out the missing information. However, I would specify that it's a painting and the date of 1854. I don't think "image" is specific enough.
