And what is "gives them the rule" in Italian? Because that is not recognizable English. Perhaps he gave them a charter? Also, ceruleo is "cerulean blue" in English. Without having more background on the story, my best attempt at translating that is: "Alexander III confirms the Crucifers and gives them a set of rules - Pius II presents the silver cross and the the cerulean vest to the Crucifers". One crucial point is that the English word "rule" can be used for the Italian words "regno" (which is how I misinterpreted your translation) or "regola", but "set of rules" can have only one meaning. If you like this translation, feel free to use it.
