Yes it makes sense because the motorcycle is riden by a child, and the passagers are children, too. Then the picture belongs to these 2 categories, and these categories are logicaly imbricated. If the passengers were adults, certainly the main cat would be redundant, and only the subcat would be enough. But here it's a special situation. I've created the subcat for other pictures I have of such children riding a motorcycle (not yet uploaded). But if you believe another image here on Commons matches better to that scope " Children on motorbikes" (also considering the fact that this one is driven by a child too, which is from my point of view an extra reason to nominate) then please give a link.
