Reason	Face recognition is a controversial area in Germany. With this test authoriies try to make it "right". There are large warning signs, the cameras are clearly visibile. The photo was taken on the first day of the test, many media people were there, german media was full of similar pictures. But photos by journalists are not available for use in Wikipedia (or Wikinews, if that wasn't a dead project). The test will be running for 6 month. After that there will probably an article based on its reseults. Then pictures, that document the then historic event, will be important. -- C.Suthorn (talk)
Review (criteria)	Comment - I think this and the other picture could be important in an article. But as they're just being offered at VIC, I think you should give more background for each photo in the "review" or "reason" fields.
