This image was uploaded by User:Westhill in response to an E-mail I sent to the project manager for West Hill Damn:

Park Manager Bassett,
While looking at the West Hill Dam website and its Wikipedia page, I have noticed you have this photograph of the West Hill Dam at a low resolution:
http://www.nae.usace.army.mil/recreati/whd/Whill5.gif
I am wondering if you have this or other pictures - that have been taken in the course of someone's official duties - that you can send me for inclusion in the dam's wikipedia article at http://en.wikipedia.org/wiki/West_Hill_Dam
Thank you for your time,
Matthew

The response e-mail explains the upload and makes it seem clear to me that this image should be PD not Self-CC/FDL:

Matthew,
Regarding your inquiry for a better aerial oblique photo for inclusion in the
dam's wikipedia article at http://en.wikipedia.org/wiki/West_Hill_Dam The
staff here uploaded the attached image into the Wikipedia article.
It was taken by US Army Corps Engineer Andrew Tuthill during the October 2005
high water event. It has very good resolution for zooming in and shows the
additional temporary storage areas holding back potential flood water. I
read the Wikipedia description and the staff here did some text and image
editing to make the article more accurate of West Hill Dam and its mission.
Thanks for contacting me about the Wikipedia page regarding West Hill Dam
