Germany?

If this was German it would be a number plate from the diplomatic corps of Azerbaidjan (156). But why would they register a car in Gelsenkirchen (GE)? They have an embassy in Berlin and an honorary consulate in Stuttgart. Both are as far away from Gelsenkirchen as possible.
