Obvious retouching (and what's with the carpet runners over the windows of a curiously placed house?

The "steam" in this picture is obviously a poorly done retouching, performed probably on the negative so multiple prints could be made. The engine is not moving, since the wheels are clear on what must have been a long exposure. Can someone comment on the touch-up technique used?

Also, why are some of the windows of that house covered with carpet runners? And what is a house doing right next to the tracks?
