Caption highly misleading

"A Somerset Light Infantry Regiment member hoists the Star of India Civil Ensign"

1) Nobody is hoisting the flag - it is being worn on the stern of a military vessel - the female is just holding on to the staff.

2) She isn't a SLIR member, she is wearing the uniform of the Indian Women's Voluntary Service [1].

3) The flag is not the 'Star of India Civil Ensign'. As an ensign on the stern of a military or other Government boat it would be a blue ensign (obviously not a naval white ensign). The defacement is not clearly seen and it could be the plain Star of India but, bearing in mind the army context, I think it more likely the ensign of the Royal Indian Army Service Corps [2].
